Partners in Prevention Grant Review Process

121 of the applications were eligible and have been reviewed and rated based on a three-phase review process outlined below.

Phase 1 — Eligibility Pre-Screening

Reasons for ineligibility include: did not identify a partner; did not indicate experience working in the area of violence against women; did not include a signed declaration; and, incomplete application.

Phase 2 — Short-listing

The Phase 2 applications were reviewed based on the following criteria:

  • The project idea is well developed, without major gaps or issues.
  • The project addresses violence before it starts (e.g. primary prevention), and addresses attitudes and behaviours that lead to violence against women and/or girls.
  • The project clearly addresses violence against women and/or girls.
  • The project involves men and/or boys in a meaningful way.
  • The project meets the requirements of provincial impact.

High rated proposals successfully met all the criteria. Medium proposals did not meet these five criteria. Similarly, proposals that were rated low were eliminated in Phase 2 for the following reasons:

  • The project idea is not well developed (proposals vague, poorly constructed).
  • There are no concrete project outcomes or measures to evaluate actions.
  • The focus is not on preventing violence against women and/or girls.
  • The project is small-scale and/or local (for example, 10 participants or less in one location).
  • There is no rationale for the project or for the model proposed.
  • Minimal research was conducted into the subject area to build on existing models.
  • Men and/or boys are not engaged in a meaningful way.
  • The project sought to intervene once violence had happened rather than prevent violence against women and/or girls.

Phase 3 — Evaluation

Further, the following five factors were evaluated in detail:

  • The development of the project idea and proposed activities.
  • The completeness, accuracy and reasonability of the budget.
  • The evaluation plan.
  • The organization’s capacity to successfully manage the project.
  • The sustainability plan.
