Violence against women continues to be problem: serious impacts on Canada's health, justice and social system [from the Dec. 3, 2002 news release]

OTTAWA — Thirteen years after the tragic deaths of 14 young women in Montreal, violence against women in Canada continues to be a significant and persistent social and economic problem. This key finding is contained in a major report called Assessing Violence Against Women: A Statistical Profile, which was released today by the Hon. Jean Augustine, Secretary of State (Multiculturalism) (Status of Women).

In particular, the report demonstrates that young women are the most vulnerable to spousal assault, spousal homicide and sexual assault. The information in the report serves as an important ‘red flag’ that highlights this emerging problem of high rates of violence against young women and the increasing demand on social services for battered women. Background

During their July 1999 annual meeting, the Federal-Provincial-Territorial (F-T-P) Ministers Responsible for the Status of Women reiterated their commitment to eliminating violence against women with the adoption of the document "Preventing Violence Against Women: A Strategic Framework." 

This Framework was based on the vision of equality and of the rights of all to live in safe communities, free of violence and the threat of violence. The Framework, developed to guide policy and program development in the area of violence prevention, is based on a common vision and shared goals and follows the Iqaluit Declaration released by Ministers in December 1998. The Framework reflects strategies and initiatives that work and highlights best practices to prevent violence.

"Assessing Violence Against Women" was developed in the context of the Strategic Framework.  In September 2000, the F-P-T Ministers Responsible for the Status of Women agreed to commission Statistics Canada to design a limited number of salient indicators on the severity and prevalence of violence against women.

As noted in the report's Foreword, this first attempt to develop reliable, valid and complete indicators has revealed that continued data gathering and research are needed.  This document is intended to be studied by governments, equality-seeking women's organizations, other non-governmental organizations, academics and those involved in the policy process.  It is hoped that a wide range of audiences will find these preliminary indicators useful in maintaining awareness of the need to prevent violence in our society.
